INL Foundation Launches $50 Million Innovation Fund to Accelerate Energy and Infrastructure Breakthroughs

Venture philanthropy model bridges the gap between DOE research and institutional investment

Idaho Falls, ID — The Idaho National Laboratory Foundation (INL Foundation) today announced the launch of the INL Foundation Innovation Fund, a $50 million philanthropic platform to bring cutting-edge energy and infrastructure technologies to market. The Fund leverages the scientific resources of Idaho National Laboratory (INL), the U.S. Department of Energy’s lead nuclear energy laboratory, to develop a pipeline of investable opportunities in energy, infrastructure, and national security.

The Fund creates a clear pathway to move validated technologies from the laboratory to commercial scale, bridging the critical gap between early-stage research and private capital deployment.

“Breakthrough technologies often stall before they can attract private investors. This Fund is designed to close that gap — using philanthropic capital to advance projects until institutional investment can step in with confidence. Our goal is to dramatically increase speed to market.”

— John De Michele, Director of Development, INL Foundation

A Venture Philanthropy Model for National Innovation

The Fund operates on a venture philanthropy model, using charitable contributions to support early-stage research, prototyping, and demonstration at INL. As projects reach key technical milestones, they transition into independent commercial entities capable of attracting private investment at scale.

This model produces three distinct advantages:

Faster validation of new technologies using DOE laboratory infrastructure

Meaningful de-risking of innovation before institutional capital is deployed

A growing pipeline of vetted, investment-ready commercial opportunities

The Fund will support a broad portfolio of initiatives, including advanced test platforms, infrastructure deployment models, and emerging energy technologies developed in partnership with INL and its network.

Initial Focus Areas

The Fund will initially advance four high-priority platforms:

Proving Ground — Full-scale technology validation that enables companies to confirm real-world performance and achieve licensing milestones ahead of commercial deployment.

Multi-Bay Nuclear Test Facility — Scalable infrastructure supporting next-generation nuclear energy testing, in a sector currently experiencing its strongest investment activity in decades.

Remanufacturing — Advanced engineering and industrial innovation targeting critical vulnerabilities in U.S. materials supply chains.

Heat Exchanger Demonstration — Grid-connected testing and performance verification for industrial clean energy, data center, and nuclear energy applications.

Stakeholder Benefits and Engagement

Founding donors become long-term stakeholders, sharing in both the technical milestones and the broader social impact generated across the Foundation’s growing portfolio of initiatives. Projects span STEM education, clean energy development, critical infrastructure, mineral supply chains, and nuclear safety.

All Fund participants receive early access to progress reports across co-funded initiatives supported by the Foundation’s stakeholder network. Major donors are eligible to serve on advisory boards and help direct future investments. All Fund contributors are recognized at Foundation-hosted conferences, community events, and educational forums.

Philanthropy and Investment: Structured Separation, Aligned Interests

Philanthropic contributions to the Innovation Fund are structured as charitable gifts, not investments. As a recognized 501(c)(3) organization, the INL Foundation provides donors with a tax deduction for their contributions. Donors do not receive equity, financial returns, or any ownership interest through the Fund itself.

As technologies mature and spin out into independent commercial structures, private investment opportunities may emerge, including rights to intellectual property and technology commercialization. Early founding supporters gain priority access to these future opportunities. All investment participation is handled independently and at prevailing market terms.

Driving Impact at National Scale

The INL Foundation Innovation Fund connects scientific research with philanthropic and private capital at every stage of development. Its goal is to establish a repeatable model for advancing technologies in energy, infrastructure, and national security: areas where the U.S. faces urgent, growing demand.

Founding Support — Engagement Now Open

The INL Foundation is now actively engaging a select group of founding donors to establish the Fund’s initial capital base. Founding participants will receive the deepest level of access to project teams, advisory board eligibility, and priority visibility into future commercial investment opportunities.

“These are the stakeholders who recognize both the urgency and the scale of this opportunity. They are helping to build a platform that advances transformational technologies, reduces investment risk, and generates lasting national impact.”

— John De Michele, Director of Development, INL Foundation
